MOSCOW, April 19 – RIA Novosti. Colonel-General Mikhail Mizintsev, head of Russia’s Interdepartmental Coordination Headquarters for Humanitarian Response, head of the National Defense Control Center of the Russian Federation, called on the Ukrainian authorities to give the order to the military personnel stationed at Azovstal to surrender and leave along the humanitarian corridor.
“Once again we call on the official authorities of Kyiv to show prudence, to give appropriate instructions to the militants to stop senseless resistance and exit through humanitarian corridors,” Mizintsev said.
According to him, the Kiev authorities, most likely, will cynically prohibit those who remained on the territory of the plant from doing this. Despite this, he called on the commanders of the Ukrainian units, as well as the military personnel themselves, to make such a decision in order to save their own lives.
“If the commanders of the Ukrainian armed formations refuse to lay down their arms, we call on the Kiev authorities to influence the militants in guaranteed observance of the “silence regime” for the withdrawal of civilians, if any, are on the territory of Azovstal,” Mizintsev added.
The military at Azovstal, realizing the hopelessness of the situation, are ready to surrender, but they need a command from Kyiv, otherwise they will face a military tribunal with a verdict in Ukraine, said Colonel-General Mikhail Mizintsev, head of the National Defense Control Center of the Russian Federation.
“According to the content of the radio intercepts, the commanders of the armed formations remaining at Azovstal, realizing the hopelessness of their situation, are ready to lay down their arms, but only on the appropriate order (command) from Kyiv. Without receiving such an order, the commanders of the Ukrainian armed formations cannot make a decision on their own, since for these actions in Ukraine, they are awaiting a military tribunal with a sentence up to and including execution,” Mizintsev said.
He stressed that civilians who may be at the Azovstal plant (according to the Ukrainian side) are not given the opportunity to evacuate, since the militants use them as a “human shield”.

“This reliable information was confirmed by the testimonies of captured Ukrainian servicemen and intercepted radio communications during the fighting in the city of Mariupol,” Mizintsev said.
